Our Mission

At Seton Manor, we care about the happiness and well-being of every resident. We provide a comfortable, independent living community for seniors (those 62-years-old or greater), or those applying for an apartment specifically constructed to be accessible to individuals with physical disabilities. Unlike an assisted living or nursing home, Seton Manor does not provide resident care.

Our community is designed to give individuals access to affordable, quality apartments with a variety of services, amenities, and active lifestyle opportunities available. Our safe, maintenance-free building is located just minutes south of Hampton Roads Center Parkway, just off of I-64. Residents can easily access local shopping, restaurants, doctors’ offices, places of worship, and nearby hospitals. Seton Manor is also located on the city bus line, making it easy for residents to access public transportation.

Seton Manor is operated by Coordinated Services Management, Inc., with missional oversight provided by a local, not-for-profit Board of Directors.

Our History

Seton Manor is a six-story, 112-unit apartment building that opened its doors in 1986. Design and construction were led by Lester A. Wagner (consultant), Brundage-Kroskin (architect), and R. D. Lambert & Son (contractor). The Most Reverend Walter F. Sullivan, D.D., served as the first Chairman of the Board of Directors, whose goal was to provide a safe and comfortable home for seniors and those in need of specialty housing. Seton Manor is a nonprofit and nondenominational community sponsored by the Catholic Diocese of Richmond. It is open to people of all faiths and backgrounds.

Affordable Lifestyle

Rent at Seton Manor is based on your individual income to make it affordable for everyone. The Department of Housing and Urban Development (HUD) subsidizes each individual’s rent. Even someone with no income can afford to live at Seton Manor.

Persons wishing to reside at Seton Manor must have an adjusted income that does not exceed federally established income limits for the Hampton area. The amount paid for rent, including a utility allowance, will not exceed 30% of an eligible resident’s adjusted income.

Additionally, water, sewer, and trash removal are included in the rent. Residents are responsible for their own electric bill, and for phone, internet, and cable television service (should they choose to have them). Seton Manor does not provide assisted living, nursing, or other care services.

Management Team

Coordinated Services Management, Inc. (CSM) is a Virginia owned and operated property management firm headquartered in Roanoke. The firm’s two founding principals, Robert and Mary Elyn McNichols, lead a team of dedicated directors and managers who share their mission to enhance the lives of seniors. It is this personal advocacy of care and service that is the driving force behind the team of professionals at CSM and at each of the communities managed by the company. Founded in 1981, the firm has expanded its initial goal of managing rental housing for not-for-profit organizations to housing and facility management for private and governmental sectors as well.
